Port Metro Vancouver (PMV) and the City of North Vancouver (CNV) will host a Town Hall Meeting on Wednesday, May 25th at the Pinnacle Hotel from 5:30pm to 8:30pm regarding the proposed Low Level Road Improvement Project.  The Public Notice states that the first hour will be an Open House and the Town Hall Meeting will begin at 6:30pm.

Information about this project has been delivered in the form of a Community Open House held in February and second Community Open House held in May, a Community Consultation Guide, a follow-up Consultation Summary Report, and various public notices that highlight key facts about the project.

Information released to date describes the community benefits such as reducing rail noise including train whistling and shunting, improving road safety and reducing traffic congestion, environmental benefits, etc.  It describes the planned changes such as realignment of the existing Low Level Road, the closing of 3 at-grade rail crossings, the building of 2 new overpasses, the building of two new rail tracks, etc.  Further, it has outlined schedules and costs.

However, little information has been released about the benefits of this project to the Port and CN Rail.  The phrase “while also enhancing rail and port operations” has been included in almost all brochures and public notices.  However, specific benefits to the Port and CN Rail have yet to be fully disclosed to the public. 

For example, this project is planning on building 2 new rail tracks which are anticipated to improve trade efficiency while reducing noise from rail car switching through the use of longer trains.  How the use of longer trains will result in reduced rail noise has yet to be fully explained.
